Under PACT , it would be a Union offense to rack animals or make “ crush videos , ” punishable with a mulct and up to seven class of imprisonment .
“ Today ’s vote is a significant milestone in the bipartisan pursuit to end beast vilification and protect our darling , ” Deutch said in a public statement . “ This bill institutionalise a clear message that our society does not accept cruelty against animals . ”
The Fraternal Order of Police , Major County Sheriffs of America , Animal Wellness Foundation , and the Humane Society all issue statements confirm PACT .
Humane Society CEO Kitty Block and the Chief Executive of the legislative investment firm , Sara Amundson , felicitate Buchanan and Deuth and praised the “ watershed vote ” in ablog post . “ We screw by now that animal cruelty is an indicator of societal pathology and those who commit crimes against human being often originate out by hurt animals , ” Block and Amundson spell . “ It is a radiation pattern of violence that is both common and well - documented , and it tally to the importunity of lapse this commonsense law . ”
